KAS Association Expresses gratitude to the Hon’ble Chief Minister and
Worthy Chief Secretary for promotion of KAS Officers to the Special Scale.
J&K Administrative Service Officers Association (KAS) has expressed its gratitude towards the Hon’ble Chief Minister, Worthy Chief Secretary and Secretary GAD for issuing orders of promotion in respect of KAS Officers to the Special Scale of KAS Cadre. The Association in its press release has appreciated the efforts and interest taken by the authorities in fulfilling the long pending demand of the Association regarding streamlining of KAS Cadre and promotion of KAS Officers and issuance of seniority of 2001 batch which was pending from last many years. The Association has expressed hope that this initiative will boost the morale of the KAS fraternity and will motivate the officers to work with more zeal and dedication for the betterment of the people of the State. The Association has also demanded that the pending promotions at different levels against available vacancies may be done in a time bound manner alongwith the cadre review which is over due now. The Association has appealed the Hon’ble Chief Minister and Worthy Chief Secretary to post two KAS Officers from Super Time Scale as Administrative Secretaries and one remaining post as Secretary in the Department as provided in the Rules and hoped that the orders in this regard will be issued without any delay.
(KAS Association Demands Cadre Review and Time Bound Promotions)
A meeting of the KAS Association was held on 14
September, 2013 which was chaired by the President of the
Association Mr. M.H. Malik, Deputy Commissioner, Ramban. In the
meeting various issues pertaining to KAS Officers were discussed in
detail. It was unanimously decided in the meeting to prevail upon
the Government to fulfil the long pending demands of KAS Officers
which include cadre review, time bound promotions, enhancement
of quota at various levels, posting of two KAS Officers as
Secretaries to the Government and Secretaries in the Departments
as provided under rules, implementation of transfer policy,
formulation of training policy and medical reimbursement policy at
par with All India Service Officers. It was also decided that the
matter relating to posting of non-cadre Officers against the cadre
posts will be again agitated before the Government for withdrawing
all such arrangements and the Government shall be requested to
post KAS Officers against these posts. The Association shall also
approach the Government for implementation of policy regarding
allotment of residential accommodation in favour of the Officers as
per their entitlement. At the end, the Association expressed its
gratitude to the Government particularly, Hon'ble Chief Minister and
Chief Secretary for making promotions against the vacant posts and
it was hoped that the Hon'ble Chief Minister and Chief Secretary
shall personally intervene to fill up the remaining vacant posts at
various levels of KAS Cadre immediately.
The KAS Executive Committee meeting will be held on 14th sept.2013 at Dakbunglow Banihal at 12.30pm. All members are requested to ensure their participation.
1.Interaction meeting with Hon'ble Minister and Chief Secretary.
2 KAS cadre review / other service matters.
3 Posting of non cadre officers against cadre posts.
4 Placing officers at the disposal of deptts.
5 Formulation of medical reimbursement policy on ais pattern.
6 Formulation of capacity building policy.
7 Collection of membership fee / annual contribution.
KAS General Body Meeting
In order to discuss some urgent issues, the KAS General
Body Meeting has been fixed for 1st
June, 2013 (Saturday) at
1.00 PM and will be held in the Committee Room D.C.Office
Srinagar. All the KAS Officers are requested to attend the said
meeting as per above schedule.
All india state service officers fedration is meeting on 26th may 2013 at punjab bhawan new dehli to discuss the proposed ammendments in IAS rules. Mr. M.H Malik, president KAS Association is representing J&K. membership issue will also be discussed
|J&K Administrative Service Officers Association holds first General Body Meet
Jammu, April 21
The newly elected team of Jammu and Kashmir Administrative Service Officers Association today organized its first General Body meeting here today in Jammu. Senior KAS Officers including Kifayat Hussain Rizvi, Gulzar Qureshi, Manisha Devi, Salma Hameed, Arun Sharma, Devlata also attended the meeting.
The proceedings were initiated by Sh S. P. Rukwal, Publicity Secretary and welcome address by Sh Rajinder Singh Tara, Counsellor. In his opening address, Kifayat Hussain Rizvi, KAS, Commissioner, Commercial Taxes congratulated the newly elected team of the Association and said that the credibility of the Association has increased due to the large scale participation of the KAS Officers in the elections. He , however, cautioned that the responsibility of the Association has also increased manifold and stressed the need for pursuing the goals collectively.
Various issues pertaining to the KAS fraternity were discussed at length in the Meeting. The GBM deliberated upon several service matters, timebound promotions, capacity building, implementation of Government Policy on allotment of accommodation / transfer policy and medical facilities especially for female officers etc. The General Body members authorized the Executive Council to pursue all these matters vigorously with the Government.
The President of the Association Sh M.H. Mallik and Vice President, Sh G. S. Chib thanked the officers for wide participation in the elections and assured that they shall work tirelessly for achievement of the goals of the Association. Dr G. N. Itoo, General Secretary presented a detailed account of the issues confronting the KAS fraternity. Concluding, the deliberations Dr Ravi Shankar Sharma, Treasurer presented vote of thanks and hoped that members will continue to support the Association in achieving the goals.

|KAS Officers Association meets Hon'ble Chief Minister
Jammu 20th of April,2013.
A delegation of KAS Officers Association met the Hon'ble Chief Minister, in presence of the worthy Chief Secretary, today in his Officer Chambers, Civil Secretariat, Jammu and conveyed the anguish of KAS fraternity over the unfortunate
incident of manhandling of one of the senior officers of the Service by a Minister of State at Kishtwar. The delegation sought the intervention of Hon'ble Chief Minister in restoring the morale of the Officers by taking immediate action and also for taking steps to curb recurrence of such incidents in future. The Hon'ble Chief Minister said that he has already taken notice of the unfortunate incident and has conveyed his displeasure to the Hon'ble Minister. He described the incident as unbecoming on the part of a public representative. He expressed confidence that the issue shall be resolved soon. The Hon'ble Chief Minister assured the delegation that no such incident will be allowed to happen in future and all necessary steps will be taken in this regard. Hon'ble Chief Minister also stressed on the need to have guidelines regarding the requirement of the officers to accompany the Hon'ble Ministers during the tour programmes, especially in their constituencies, so that the public work does not suffer and assured that these guidelines shall be placed before the Cabinet in the next Cabinet Meeting. The Association hopes that necessary action shall be initiated in the matter immediately.
